questions about AP black tip in 7.62 and 30-06

The old timers I've known said the M2 AP was more accurate than the M2 ball (.30-06).
Looking at the bullets side by side, the AP looks to be better made. Very uniform and the cannelure looks to be machined in, not knurled.
