That looks like a part for the M9(?) pistol rack; it goes into the pistol's barrel, and keeps you from placing a loaded pistol in the rack. It will actually force the slide back so the chambered round will eject.

That's what it is. The problem here is the M14 that is listed on the package refers to the M14 small arms rack.
