anyone know if there is a way to drill and tap a rail on the the top of the reciever of an M1A? So there is no worry about movement on the mount?

There are plenty of scope mounts out there. What is the application used for? I could see if trying to mount an ACOG.

If a quality mount is properly installed there's usually minimal problems with the mount moving.

if you want to go that route i suggest selling your gun and buy a LRB M25 receiver.
