Hello i'm from Canada. In canada there is no law against putting a Vertical Fore Grip on a Pistol. So I was wondering what the effects of putting a VFG onto the light rail of a pistol? would it reduce muzzle rise ?

To answer your question, I believe it would be more of a hindrance than a shooting aid. Personally, I'd stick a solid weaponlight on there (such as a SureFire X300) and call it a day.

Yep and yep. Sorry, didn't really notice the stock on the G18. My point was the VFG is unnecessary on the newer pistol (albeit from the 80's).

Absolutely...hence the weaponlight comment.
