First of all, thank you for the welcome to the forum.
Now, to business. I recently bought a Polytech M-14S. It was completely disassembled. I was able to assemble it with only one problem, whick is the rear sights. I was able to put it together, but it does not work properly.
I can adjust the elevation, but the windage knob is frozen. If I loosen it to change windage, I loose elevation. Can anyone help?

Spring washer on the left side of the is the most likely source of your problem. The tension is applied with the split nut/screw on the right side. There is a little tet on the back of the knob on the left side. Sometimes the tet wears down and people over tighten the spring washer in an attempt to make it stay in place. It's a complicated device, but clever. I put the links to those tutorials up so that you might get a handle on the overall set up. Hopefully nothing is broken and/or worn and it just needs to be set up right.
