For $28.00 they should be Good LOL.

Norma makes good stuff. They earned their reputation by making some of the best brass in the world (so save it for reloading or to sell here to someone who does). Their line of smokeless powder is legendary in the Benchrest community. (where accuracy is the ONLY thing that matters). Especially Norma 201.
But as SGT John says - for a premium price you should expect a premium product.
Only you can determine the value depending on the type of shooting you do. It has been my experience that unless you are a Master class shooter, you would be better served with ammo that was half the price so you could practice twice as much.
