With a slow enough powder, you can probably get away with that. Use something like A8700 or one of the milsurp powders used in 20mm ammo, and you can just about safely fill the case with powder, seat a bullet, and shoot it. I am not endorsing or recommending this process, but I know people who have done it.

We used to load 30-06 like that with surplus 4831. Just pour a bunch in a bowl, scoop a handful of cases through it and shake it down to the bottom of the neck. It still barely made the minimum load and shot real good in our Garands.

Years ago when most had bolt guns in 30-06 and surplus 4831 you could likely load a GI case full and get away with it. 5070 you could probably do it too in 30-06 bolt gun.
