Im new to the site but not so new to M14's. Im wanting to build my first rifle and i love the M14 so decided why not go with that. Its ultimately a gift for my dad and i want it to be a modern M14. I was wondering if i could get some help with good quality receivers and firing mechanisms along with tactical stock but can still hunt with as well. A rail assembly is a must and a good quality barrel. Im pretty fond of match point products but i know those can get pricey. id like to keep this build under $1300. can anyone help? any pointers into the right direction would be great.

I hate to say that it you want a modern build the budget is going to have to greatly increase. The sage, jae, ect stocks alone will be half or more than what you have budgeted. As far as receivers go, you are going to lots of opinions there. That's like asking a ford vs chevy vs dodge question. I'd suggest making a list of requirments then we would be able to guide you. You won't build one for under $1300, unless you literally steal most of the parts. Your gonna have to increase your budget. If it were possible to build a rifle in the configuration you talking about for under $1300, I'd have several of them sitting in my safe.

Price will all depend on what parts you want. If you want USGI parts you are going to have to pay more. Use the search feature to research receivers.
This is what parts an M14 build needs.
-Barreled action (includes headspaced bold, barrel, and receiver)
-Sights (front and rear)
-Gas lock front sight (for a modern M14
-Muzzle device (flash hider or muzzle break)
-Gas cylinder
-Spindle valve and spring
-Front band ( depends on your stock)
-Piston
-Gas plug
-Op rod
-Op rod guide
-Op rod spring guide
-Op rod spring
-Bolt stop and spring (for modern m14 look at the extended bolt stop)
-Connect lock
-Pins (for the connector lock, bolt stop, spindle valve, and op rod guide)
-Trigger group
-Stock
-Handguard
For Receivers
Forged
-LRB
-Smith Enterprise
Cast
-Fulton
-Springfield Amory
For barrels, depend on what you want to get out of your rifle.
For trigger groups, all depnds on what you want to get out of your rifle.
For stocks, like other said Sage, JAE, but you said for hunting look at the VLTOR M14 Mod stock if weight is more of an issue.
For handguards, if you decide on the Sage, you don't need a handguard, but if you looking for railed handguards look at Ultimak and VLTOR CASV system.

The last complete parts kit I got from WCS ran me like $1300. That's not including the cost of a receiver, or if I wanted an updated stock, or flash suppressor - just a USGI kit.
The CMP GI kits are running $600, but they lack a barrel or a bolt.
Bolts will run around $200, and barrels can run between $200 and $500, if I recall correctly.
Receivers will run between $500 and $1100.
Oh, then you'll want a stock. GI Stocks are relatively cheap (and are included in the CMP kit). Like $30 to $100. JAE stock as per the "want it now" option runs $1500, and then you gotta pay shipping. Sage stocks are $700 or so.
The LRB basic barreled action (just a receiver, barrel, and bolt) is $1300. Granted LRB has the most expensive receivers, you could go for something like a Fulton Armory barreled action that runs around $950. Even with Fulton, an "updated" M14 type, like a Mk14 type runs $1699, and you sill have to get a trigger assembly and a Sage EBR stock.
I guess the bottom line is that if you're going the build it yourself route, you should expect to start at the $2000 mark, and expect to spend $2500+ depending on what you want to bolt on to the rifle.
Glass for it is a whole 'nother can of worms.

keep an eye on the PX and you'll run across some deals. Patience will be the key to doing it in a cost effective manner.
Keeping it under 1300 will be extremely difficult. You might consider finding something used. All but one of mine started that way, and the least I have in any of them is barely under 1500 (trigger job and unitized gas), but it lacks rails and is in a GI stock. Look through here and you can see some pretty interesting mods where guys have invested more time than money.
