I have search every forum from here to ar15.com and I need some help wadeing through all the info. this is what i need.

budget scope with mil dot ret. 40 mm obj with variable zoom and rings for my arms 18 mount on my Springfield scout.

can you please tell me your experience with cheaper scopes. this will mainly be used for hunting and plinking.

Go to SWFA they have great prices and a forum dedicated to scopes, I don't know what cheap means to you but to me $300 to $500 can get you a pretty good scope. I think most on here from what I have read will say Millett is a good cheaper brand. I also like their in house scopes SWFA Super Snipers anyway lots of great choices out there Burris & Bushnell I think would also have some decent cheaper scopes, find a few that have the options you want and Google reviews on them.
