Winchester isn't selling ammunition to the military from any of the Winchester factories. Winchester is managing the Lake City Ammunition Plant which is owned by the government.
The Winchester plants in Missouri and Mississippi are making ammunition for the military. The headstamp is WMA and the 2 digit year. All examples I have seen looked like 3rd world rejects. No nickeled primers.

"Surplus" ammunition is such that has been inspected and accepted by the military. It is released when it is no longer needed. Surplus USGI ammunition has not been released to the public since 1994. Some blame Clinton, but I haven't seen anything regarding an executive order.

The fodder coming out of Lake City for retail sale, by either Federal or Winchester, is believed to have been rejected by the military.

I suspect a lot of the Winchester WMA ammunition on the market is in the same category.

If this order goes through, the ammunition in question will most likely be demilled and sold as components.
