Do you know if the rifle is bedded? They can be hard if it is. If not you can flip it upside down (sights down) and smack the buttstock across your knee a couple times. Should knock it loose. Just hang onto it.

Since it's a CMP rifle, I doubt it's bedded but, just a tight fit.
Once the trigger group is removed just turn it over and tap the butt on your leg and it'll pop right out.
That would be a good time to see what parts ya have on your rifle as well.
