FinLaw, I have used that satin Nutmeg paint on several rifles. Any "shine" is only close up, it don't "shine" at more than a couple of feet. I don't know if shine is actually the best way to describe it, it's just not dead flat. Misting it on by making quick passes at about 18" away from the part and allowing it to dry for a few minutes between passes is the best way to deaden it even further.
Aervoe makes lots of dead flat military colors, places like DSG Arms and others have them.
