finally got to shoot my socom 16 after dropping it into a sage ebr stock and adding smith socom kit with vortex. i was shooting way low at 100 yds and moved rear sight up almost all the way up (ammo was 168gr bthp silver state armory , 165gr sp ultramax, and 147gr fmj - all hit within 3 inches of each other) and had zeroed there. quetion is will a shorter height front sight allow the rear sight to be lowered so it does not stick up above the sides of the rear sight ?

I "think" SEI made the gas lock assembly high to allow for the use of standard height front sights. If you put your Socom's original sight or a Scout front sight on you'd shoot low.

Yeah, standard height should work. If you want tritium they have a tritium bar and tritium dot standard height sight.
