I think it means they weigh it, rather than counting it.

In my limited experience, I once bought what was supposed to be 1,000rnds of loose packed XM193.

It turned out to be 1,013rnds (I know because I boxed it up).

I didn't find the discrepancy to be a problem...

LC M80 from AIM

My box came today:
No Primer Sealant or very slightly visible red sealant on some rounds
No Bullet Sealant
All cases slightly tarnished / stained to some degree
Little to no crimp around the primer
2011 head stamp
AND, this bullet attracts a magnet.
I specifically asked the AIM sales rep over the phone if these bullets attracted a magnet not once but twice and the same answer twice was NO. He lied.
AND the add says full copper jacket
