i personally believe cutting a few pieces of powder is not a big issue, but here's the scoop. the reason cutting powder makes a difference is that the coatings that determine the burn rate of the powder are on the outside of the powder, therefore cutting of it exposes powder without the coating, altering burn rate. if you cut all your powder into two pieces, you have made a different powder. since we are talking about powder measures cutting the powder, this applies primarily to stick powders.
