Yes, if it didn't dirt, sand, debris can jam between the bolt and receiver causing lockup problems.
It is needed for proper function.

Yes, normal. But the cartridge ought to cut down on the play. But you need to disassemble the bolt to eliminate ejector tension on the cartridge to get a real feel for the play. Bolt disassembly is not for the feint of heart- there's little bits under tension in there, they like to leap out and get lost. And poke you in the eye. Read up on the de- and re- assembly first.
