I would buy a Polytech from gunbroker for under $1000 or a M1A standard for $1200. You can purchase an M14 blank fire kit online.

You need to match the type of blanks with the device used. Blanks are made with different characteristics, you can damage the rifles with a bad combination. Heres one source.
