What factors should I consider in choosing between the standard Bassett scope mount and the Picatinny mount?
Not quite following you here, Eagle...45 degrees? I have two Bassett standard mounds...both mount the rings and scope vertically with no offset.Besides the standard mount being unattractive (my opinion), the scope rings are hanging at a 45 degree angle and not supporting the scope from under it.

Uncle Alvah, I am considering the Basset mount for my Scout so I have been following your post.I have either a Leupold Rifleman 4-12 x 40 or a VX-1 2-7 x 33 I could put on it handy. I figure I'll try that Rifleman first.
One of the major reasons why I just ordered the Bassett picatinny low mount for my M-14. If I want to shoot irons I just remove the Bassett mount and scope. Reverse it and I'm back shooting with glass with a few minor adjustments if needed.IMO , QD rings and a Bassett mount is kinda like a belt and suspenders.
Kind of redundant....
One of the chief selling points of the Bassett is easy on easy off with one single bolt and the ability of staying sighted in upon reattachment.
