      YES, the important 'missing part' is some sort of foolproof mechanical device to prevent utility power and generator power from being in the load center circuits at the same time. And which also prevents that EG inlet from being hot when there is utility power in the circuits.
      Depending on the 'proper sequence of switch operation' is dangerous and violates code.
